Outdoor Sewer Construction in Tallinn — Pipeline Installation and Repair

Underground sewer pipes, manholes, network connection — full package with documentation

External sewer construction in Tallinn — professional underground sewer pipe installation and excavation
Overview

Outdoor sewer construction is a complex project: excavation work, installation of underground drainage and sewage pipes, building inspection manholes, and connecting to the existing sewer network. Correct design, compliant materials, and precise execution ensure that outdoor sewers function without issues for decades. Torupro carries out outdoor sewer work for both new constructions and the renovation of ageing systems. For new builds we lay the entire pipeline from the project drawings — calculating burial depths, verifying slopes, installing ventilation and inspection manholes, and making the final connection to the AS Tallinna Vesi sewer network. For renovation we replace corroded concrete or deteriorated PVC pipes with modern PVC SN8 ring-stiffened pipes that are load-bearing and longer-lasting. Why PVC SN8? This material is standardised for Estonian climate conditions — it withstands frost damage, is acid-resistant and handles both traffic and soil loads. We use fasteners and gaskets meeting EN 476 and EN 1401 standards. A typical project sequence: first the project is drawn up or verified with slopes and coordinates; excavation is then carried out in partnership with excavation and pipeline construction firms; pipes are installed with correct slopes and seal checks; inspection manholes are installed (concrete or polyethylene); trenches are backfilled with sand compacted in layers; finally pressure testing is conducted and all work is fully documented. We handle coordination with AS Tallinna Vesi for connecting to Tallinn's sewer network ourselves — we know their requirements and can act under a power of attorney. In Harjumaa municipalities we handle coordination with the relevant water utilities (Rae Vesi, Viimsi Vesi, Saue municipality, etc.). All outdoor sewer project work is fully documented: trench photos at each stage, pipe installation record with measurements, as-built drawings of manholes with GPS coordinates. This documentation is required for completing the building permit, utility company requirements, and when selling the property. All work comes with a 24-month guarantee. We cover all Tallinn districts and Harjumaa municipalities — including orders from more remote settlements where the pipeline must run several hundred metres to reach the nearest sewer network. Frequently Asked Questions

Is a building permit required for outdoor sewer construction?

Generally yes — laying an underground sewer pipeline requires a local government building permit and AS Tallinna Vesi coordination in Tallinn. Torupro assists with obtaining the necessary permits and approvals.

Which material is suitable for outdoor sewer pipes?

Today PVC SN8 ring-stiffened pipes are the primary choice — load-bearing, frost-resistant and acid-resistant. In older properties we replace concrete and cast iron pipes precisely with PVC SN8 — a durable, maintenance-free solution.

What is an inspection manhole and how many are needed?

An inspection manhole is an underground chamber that allows the sewer pipeline to be cleaned and inspected. AS Tallinna Vesi requires manholes at direction changes, junctions, and at certain intervals on straight sections (generally no more than 50 m apart). Torupro calculates manhole locations in the design solution.
